So, you've decided to contribute. That's fantastic!

First things first, you need to make sure it's okay to submit whatever you're submitting.
You might want to go read the FAQ if you're not sure.
But, basically, it comes down to this: do you have the rights/permission to submit it?
If that's a yes, then you're good to go!

1) To submit a release, you need to first make an artist page.
2) After the artist has been submitted, you can now submit a release under that name.
3) At the top of the release submission page, you'll be able to choose the artist (or artists).

The release you submitted should now show up on the artist's discography, and it'll be heard and loved by loads of the neatest folks around!
